White ink is available in most ink types, except for dye ink, since white has to layer on top for it to be visible.
There are a number of good white inks, but keep in mind that they will never give a full white look. If you want 100% white coverage, you're better off using white embossing powder, or some kind of resist technique, where you simply don't color your white paper.
Using a stamping tool will also greatly improve your result. By using such a tool, you can stamp multiple layers of ink while letting the ink dry in between layers. This will intensify the white and give a brighter result.
